Requires the Department of Transportation to ensure bikeways and pedestrian ways are established in all new highway construction and reconstruction projects funded by state or federal funds, changing from the current "give due consideration" standard

Implements a "complete streets" policy by mandating bicycle and pedestrian accommodations rather than leaving them discretionary

Directs DOT to promulgate rules identifying limited exceptions, which may only be based on specified criteria including: bicyclists/pedestrians being prohibited from the highway, excessively disproportionate costs, negative impacts in constrained environments, absence of need, or community refusal to maintain pedestrian ways

Defines "excessively disproportionate" cost as exceeding 20 percent of total project cost, and requires the Secretary of Transportation or a knowledgeable designee to review any cost-based exception

Removes the current requirement that municipalities must authorize bikeways or pedestrian ways before DOT can establish them on state-funded projects
