Adds social and emotional learning as a fourth evidence-based strategy that the Department of Public Instruction must provide training on to school districts and independent charter schools for addressing student mental health

Expands existing DPI mental health training requirements, which currently cover screening, brief intervention, and referral to treatment; trauma sensitive schools; and youth mental health first aid

Appropriates an additional $500,000 to DPI for mental health training programs in fiscal year 2025-26 and another $500,000 in fiscal year 2026-27, totaling $1 million over the biennium

Takes effect the day after publication or the second day after publication of the 2025 biennial budget act, whichever is later
