Replaces the existing school-based mental health grant program with a new categorical aid program for comprehensive school mental health services, beginning in the 2025-26 school year

DPI must reimburse school districts and independent charter schools for mental health service costs up to the greater of $100,000 or $100 per pupil enrolled in the previous school year

Eligible expenses include evidence-based mental health strategies, literacy and stigma reduction programs, contracts with community mental health providers, telehealth services and equipment, parent training, translator services, and alcohol/drug prevention projects

Ineligible costs include direct treatment payments, insurance deductibles, non-mental health training and staff salaries, and indirect overhead expenses

Appropriates $83,888,000 in each of fiscal years 2025-26 and 2026-27, with DPI required to prorate payments if funding is insufficient
