Expands Wisconsin's school mental health aid program to cover school counselors, school psychologists, and school nurses in addition to social workers, collectively defined as "pupil services professionals"

Eliminates the requirement that schools must demonstrate increased spending over the prior year to qualify for reimbursement; any expenditures to employ, hire, or retain pupil services professionals are now eligible

Removes the two-tier reimbursement structure that previously paid 50% of increased expenditures first, then distributed remaining funds

Increases appropriations by $16,500,000 for fiscal year 2025-26 and $18,000,000 for fiscal year 2026-27

Applies to school districts, independent charter schools, and private schools participating in parental choice programs, with prorated payments if appropriations are insufficient to cover all claims
