Secretary of Administration must determine the approximate amount of federal aid being withheld from Wisconsin when Congress-authorized funds are frozen by presidential executive order or in violation of a court order

Secretary must submit a report to the governor and legislature within 60 days identifying the withheld aid amount and federal properties in Wisconsin eligible for liens

Secretary must request the Attorney General to obtain liens on identified federal properties, with total lien amounts capped at the value of withheld federal aid

Attorney General is required to attempt to obtain each requested lien on behalf of the Secretary

All liens must be released once the state receives the previously withheld federal aid
