Secretary of Administration must withhold state payments to the federal government when Congress-authorized federal aid to Wisconsin is withheld via presidential executive order or in violation of a court order

Secretary must calculate the approximate amount of federal aid being withheld and submit a report to the governor and legislature within 60 days

Report must detail the withheld federal aid amount and identify all moneys Wisconsin owes to the federal government over the following 12 months

State payments to the federal government may be withheld up to the total amount of federal aid being denied to Wisconsin

Withheld state payments must be released to the federal government once Wisconsin receives all previously withheld federal aid
