Establishes a fundamental right to bodily autonomy including abortion access, prohibiting the state from banning abortion when deemed necessary by a medical provider's professional judgment

Repeals Wisconsin's 1849 criminal abortion statute (s. 940.04) that imposed fines up to $10,000 and imprisonment up to 6 years, or up to $50,000 and 15 years for destroying the life of an "unborn quick child"

Eliminates abortion-specific informed consent requirements including the mandatory 24-hour waiting period, physician physical presence for medication abortion, and hospital admitting privilege requirements within 30 miles

Requires state employee health plans and Group Insurance Board plans to cover abortion and related medical services if the plan provides maternity coverage

Makes laws restricting abortion access unenforceable if they do not confer a legitimate health benefit based on evidence-based research, and allows affected individuals to sue state or local officials for injunctive relief or damages
