Expands allowable uses for Department of Workforce Development technical education equipment grants to include construction of new facilities, renovation of existing facilities, and acquisition of instructional training for construction-related and advanced manufacturing fields

Reduces the matching fund requirement from 200% (when school district funds are used) or 100% (from other sources) to a flat 100% match regardless of funding source

Allows matching funds to be provided by parties other than the grant recipient, such as third-party donors or partners

Expands what counts toward matching requirements to include software, tools, equipment, and other in-kind contributions, beyond just money or equipment value
