Clarifies that lawful maintenance activities are not prohibited disturbances of burial sites, alongside existing exemptions for normal agricultural and silvicultural practices

Requires any person who knows or has reasonable grounds to believe a burial site within a cemetery is disturbed or may be illegally disturbed to report it as soon as reasonably possible to local police or the county sheriff's office

Mandates sheriffs and police departments to prepare a report for each disturbance or potential disturbance and send copies to both the Burial Sites Preservation Board and the Cemetery Board

Requires the Department of Safety and Professional Services to prescribe a standardized reporting form that includes the property address and municipality where the disturbance occurred

Requires the Cemetery Board to review all reports received at its first annual meeting, publish them on its website, and submit an annual report to DSPS by March 1 listing all disturbances by address, municipality, and county
