Requires all school boards and charter school operators to implement cardiac emergency response plans (CERPs) for school property beginning in the 2026-27 school year, including AED placement, maintenance requirements, and staff training in first aid, CPR, and AED use.

Mandates a separate CERP for high schools covering school-sponsored athletic practices and competitions, requiring AEDs to be clearly marked and accessible at athletic venues and all athletic coaches to maintain CPR and AED certification.

Establishes core CERP elements including a cardiac emergency response team, activation procedures, plan distribution, local EMS coordination, annual drills, and post-incident review requirements.

Authorizes the Office of School Safety in the Department of Justice to award implementation grants in the 2026-27 school year, capped at $8,000 for high schools, $4,000 for grades 6-8, and $2,000 for K-5 schools.

Schools are not required to comply with AED placement requirements unless the Office of School Safety awards the implementation grants.
