Creates a dairy cattle innovation program administered by the Wisconsin Economic Development Corporation (WEDC) to provide no-interest loans to milk producers for farm improvements

Limits eligibility to dairy operations with between 50 and 714 producing dairy cows that are located in Wisconsin, employ only legally authorized workers, and have no regulatory violations in the past 5 years related to environmental, worker safety, or food safety laws

Permits loan funds to be used for improving farm efficiencies, animal care, milk quality, and environmental effects of manure management, as well as renting or building facilities to expand capacity

Requires WEDC to prioritize applicants proposing to create skilled jobs, improve milk production practices, reduce environmental effects per gallon of milk, or improve labor efficiency

Allows WEDC to consult with the Department of Agriculture, Trade and Consumer Protection to administer the program
