Authorizes first class cities (currently only Milwaukee) to use speed safety camera systems to enforce speed limits and traffic control photographic systems to detect red light violations at intersections

Speed camera citations may only be issued for speeds 15+ mph over the limit; red light cameras limited to intersections with annual accident rates of 1.0 or greater over the past 5 years

Vehicle owners are liable for violations detected by these systems, with forfeitures ranging from $20-$100 for red light violations; defenses include stolen vehicle reports or identifying the actual driver

Both camera enforcement authorizations expire 5 years after implementation; red light cameras limited to no more than 5 intersections per aldermanic district

Collected forfeitures must be deposited in segregated accounts for system costs first, then restricted to traffic enforcement, traffic safety programs, and traffic safety infrastructure
