Accelerates recount procedures for presidential elections by requiring the Elections Commission to send recount orders immediately via secure electronic means on the same day a petition is received, with county boards convening within 2 days and completing recounts within 5 days

Shortens the deadline to appeal presidential election recount results from 5 business days to 1 business day, requires circuit courts to decide appeals within 7 days, and directs all presidential recount appeals to go directly to the Wisconsin Supreme Court rather than the Court of Appeals

Establishes expedited procedures when presidential recounts are not completed by the 6th day before electors convene, allowing the governor to issue certificates based on original canvass results while preserving judicial review through direct original action petitions to the Supreme Court
