Prohibits all Wisconsin state agencies, the legislature, and courts from sharing personally identifiable information with the federal government unless the data is first masked or anonymized

Defines "personally identifiable information" as any information that can be associated with a particular individual through identifiers or other information or circumstances

Allows exceptions for sharing unmasked data when necessary to comply with state or federal law, administer government programs, carry out legislative constituent relations, or fulfill court duties

Creates a civil cause of action allowing injured persons to sue for negligent violations, with remedies including actual damages, exemplary damages up to $1,000, and reasonable attorney fees
