Department of Health Services must award a one-time grant to Rogers Behavioral Health during fiscal biennium 2025-27 to construct an integrated mental health facility in Wisconsin's Chippewa Valley region

The facility must provide five levels of care for adolescents and adults: outpatient, intensive outpatient, partial hospitalization, residential, and inpatient mental health services

Rogers Behavioral Health must submit a letter of intent with proof of land purchase or lease, commit to accepting Medical Assistance (Medicaid) recipients, and provide projected payer mix and patient census data

The inpatient unit must begin admitting involuntary patients under state emergency detention law (s. 51.15) within 2 years of opening

Rogers Behavioral Health must submit annual progress reports to DHS for 5 years following the act's effective date (December 10, 2025), with the grant program sunsetting July 1, 2027
