Repeals Wisconsin statute 196.503, which required incumbent local exchange carriers (ILECs) to make basic voice service available to all residential customers within their local exchange areas

Removes a provision originally enacted in 2011 Wisconsin Act 22 that already sunset after April 30, 2013, making it currently ineffective

Amends statutes 196.203 and 196.50 to delete cross-references to the repealed basic voice service requirement for alternative telecommunications utilities

ILECs are telecommunications providers that resulted from the breakup of the Bell System following federal antitrust action

The original requirement allowed the Public Service Commission to grant waivers if in the public interest or if effective competition existed in the local exchange area
