Certain public buildings (entertainment venues, large retail stores 40,000+ sq ft, museums, schools, government buildings, hospitals, transit stations) must include at least one single-occupant restroom with a universal changing station—a powered, height-adjustable adult changing table with safety rail for individuals with disabilities and their care providers

High-capacity buildings (serving 3,000+ persons daily) with construction beginning on or after July 1, 2026 must include the station; existing high-capacity buildings must add one when applying for building permits for renovation projects costing $15,000 or more

Universal changing stations must measure at least 8 feet by 10 feet, include a changing table adjustable from 8 to 34 inches in height, be at least 31 by 72 inches, support 350+ pounds, and comply with ADA accessibility standards

Small businesses (gross receipts up to $1,000,000 or no more than 30 full-time employees) may claim a refundable tax credit equal to 50% of installation costs, up to a maximum of $5,125, beginning in tax year 2025

Buildings with central directories must indicate the location of universal changing stations, and restroom entrances must have accessible signage
