UW System Board of Regents prohibited from increasing resident undergraduate tuition by more than the previous year's percentage increase in the Consumer Price Index (CPI) for all urban consumers, U.S. city average

"Resident undergraduate tuition" defined broadly to include academic fees, differential tuition, and any other mandatory fees charged in addition to instructional fees

Applies to the first semester or session beginning at least 30 days after the effective date
