Cities, villages, towns, and counties are prohibited from requiring permits for or banning vegetable and flower gardens on residential property they do not own

"Vegetable garden" is defined broadly to include plots growing vegetables, herbs, fruits, leafy greens, edible plants, flowers, and pollinator plants

Municipalities retain authority to enact general zoning ordinances, regulate water and fertilizer use, and control noxious weeds and invasive species, as long as these regulations do not specifically target vegetable gardens

Creates new section 66.04075 of Wisconsin statutes
