State agencies are prohibited from using state-owned, operated, or leased electronic devices to download, access, or use social media applications, software, or generative AI owned or controlled by foreign adversaries including China (with Hong Kong and Macau), Cuba, Iran, North Korea, Russia, and the Venezuelan Maduro regime

Law enforcement agencies are exempted from these restrictions when using technology for law enforcement purposes

The Department of Administration must develop policies and standards for executive branch agencies regarding foreign adversary-controlled information technology, addressing supply chain concerns, procurement impacts, and remediation or phase-out of previously acquired technology

The Legislative Technology Services Bureau and Director of State Courts must separately develop similar policies for the legislature and court system, respectively

The act takes effect on January 31, 2027
