Expands mandatory communicable disease testing of criminal defendants from specific offenses (throwing bodily substances at public safety workers) to any crime where the defendant's bodily substances potentially exposed a public safety worker, prosecutor, or correctional staff member to disease

Creates an expedited emergency testing process allowing district attorneys to bypass the normal 72-hour hearing requirement when immediate testing could prevent bodily harm to the exposed worker

Courts must immediately hear emergency testing applications and grant orders if probable cause exists that expedited testing will prevent harm from delayed results

Requires convicted defendants to pay restitution for the costs of any court-ordered communicable disease testing

Test results cannot be included in the defendant's permanent medical record and are not admissible in civil, criminal, or administrative proceedings
