Redefines "community" as any plot(s) of ground with 3 or more occupied mobile/manufactured homes used for dwelling purposes, excluding farms where occupants are immediate family of or work for the farm owner/operator

Clarifies that "resident" means a person who rents a site and owns the mobile/manufactured home on that site, while "occupant" means a non-owner who lives in the home with the resident and operator consent

Requires minimum one-year lease terms for all mobile/manufactured home site rentals, but allows operators to hold residents/occupants on month-to-month basis if they fail to sign or return a lease or renewal

Adds violation of a community rule prohibiting ownership of more than one mobile/manufactured home in the community as grounds for lease termination

Requires community owners/operators to provide at least 90 days' written notice to all known residents and occupants before permanently retiring a community or individual site from the rental housing market
