Reauthorizes the Warren Knowles-Gaylord Nelson Stewardship 2000 Program through fiscal year 2031-32 and increases annual bonding authority from $33.25 million to $72 million per fiscal year, raising total authorized public debt from $1.046 billion to $1.478 billion

Creates a new Knowles-Nelson Stewardship Board with 17 governor-appointed members (including legislators, tribal representatives, conservation organizations, and outdoor recreation interests) that must approve land acquisition projects exceeding $2.5 million and meet at least quarterly

Increases land acquisition subprogram funding from $16 million to $17.2 million annually and raises the nonprofit conservation organization grant set-aside from $7 million to $11.35 million per fiscal year

Establishes new subprograms including a $2 million annual motorized recreation grant program for ATV, off-highway motorcycle, and snowmobile trail acquisition/construction, and increases recreational boating facilities funding from $3 million to $7.8 million annually

Creates two new general fund programs: $5 million annually for grants to nonprofit conservation organizations for wildlife and habitat management, and $3 million annually for a tribal co-management program coordinating land management activities with federally recognized tribes on DNR land
