Expands eligibility criteria for the Agricultural Roads Improvement Program (ARIP) grants administered by the Department of Transportation

Adds a third option for demonstrating that a highway has insufficient capacity for agricultural traffic, alongside existing criteria

Allows highways to qualify if a registered professional engineer's analysis indicates the road cannot accommodate heavy agricultural traffic

Existing qualification methods remain: designation as a class "B" highway due to structural deficiencies, or having a posted weight limitation for at least one month in the previous year

Amends Wisconsin Statute 86.31 (3o) (b) 4. to include the new engineering analysis pathway
