Requires counties retaining real estate transfer fee revenue to establish free property recording notification systems that alert property owners when new documents are recorded against their properties

Increases transportation project plat recording fees from $25 to $30 and allows plats to consist of up to 4 sheets (one detail sheet plus up to three accompanying sheets) instead of the current single sheet or detail-and-title sheet format

Prohibits recording of unauthorized documents including self-created patents, common law liens, allodial titles, and documents with correction fluid/tape, while requiring court documents to be certified by the clerk of courts or register of probate
