Allows nonprofit agricultural organizations established before January 1, 1922 that are organized as cooperatives and tax-exempt under IRC 501(c)(5) to offer health benefit coverage to members and their families, exempt from state insurance law

Requires coverage to be offered in every county in Wisconsin and mandates written disclosure that the coverage is not health insurance and may not satisfy federal individual or employer insurance requirements

Limits preexisting condition exclusions to a maximum of 6 months and prohibits excluding coverage for services provided by health care providers if those services are covered when provided by a physician

Requires annual filing with the Commissioner of Insurance of a qualified actuary's signed opinion confirming sufficient financial reserves, plus reinsurance through a company authorized in Wisconsin

Mandates adoption of a member complaint resolution process consistent with the Office of the Commissioner of Insurance's procedures for health insurance complaints
