Requires municipalities, towns, and counties to offer subdividers an optional informal presubmission meeting for conceptual review of proposed subdivisions before formal plat submission.

Allows subdividers to submit preliminary plans and reports (for sewer, water, roads, grading, stormwater, etc.) rather than final versions with preliminary plats; authorities cannot reject plats solely for lacking final plans but may conditionally approve them.

Prohibits governing bodies from requiring public improvements to be installed or accepted as a condition of submitting, reviewing, approving, or recording preliminary or final plats, though they may still require installation within a reasonable time after approval.

Caps financial security requirements for public improvements at 120% of estimated total completion costs and requires building permits to be released upon substantial completion if they meet applicable codes, regardless of public improvement status.

Takes effect on the first day of the 7th month after publication (enacted December 9, 2025, published December 10, 2025).
