Amends Wisconsin statute 907.02(1) to align with recent amendments to Federal Rule of Evidence 702 regarding expert witness testimony standards

Requires the proponent of expert testimony to demonstrate to the court that it is "more likely than not" that the testimony meets reliability requirements, establishing a preponderance of evidence standard

Expert testimony must be based upon sufficient facts or data, be the product of reliable principles and methods, and reflect a reliable application of those principles to the case facts

Clarifies and strengthens the court's gatekeeping role in screening expert witness testimony before it reaches the jury

Applies to actions or special proceedings commenced on or after the effective date of the act
