Repeals restrictions established by 2017 Wisconsin Act 3 that prohibit state and local governments from requiring bidders on public contracts to enter into agreements with labor organizations

Allows government entities to consider whether a bidder has entered into a labor organization agreement when awarding state procurement or public works contracts

Removes the prohibition on requiring bidders or their employees to become or remain members of a labor organization or pay union dues/fees as a condition of contract award

Restores local municipality authority to set conditions regarding labor, wages, and worker classification in public construction contracts without the previous labor agreement restrictions
