Removes statutory waivers for unemployment insurance work search and registration requirements, replacing them with Department of Workforce Development (DWD) authority to establish waivers by administrative rule

Exempts laid-off claimants from work search requirements if DWD determines they have a reasonable expectation of being recalled by their employer, based on factors including layoff history, anticipated reemployment date, and collective bargaining recall rights

Authorizes DWD to issue emergency rules for waivers lasting 150 days when the secretary determines the waiver is only needed temporarily, without requiring standard emergency rule justifications

Allows the secretary to extend emergency waiver rules for up to 60 days at a time with unlimited extensions, requiring notification to the Legislative Reference Bureau

Takes effect on the first Sunday after publication and applies to initial unemployment claims filed on or after that date
