Repeals the current state law prohibition that prevents cities, counties, towns, and villages from enacting ordinances requiring employers to provide family or medical leave to employees

Amends Wisconsin statutes section 103.10 and 103.12 to remove preemption language that blocked local family and medical leave requirements

Maintains the state-level definition of "employer" as businesses with at least 50 permanent employees, including state government entities
