Requires municipalities and counties to hold a referendum at a regularly scheduled election before imposing a local vehicle registration fee (wheel tax) on motor vehicles kept in the jurisdiction

New wheel taxes may only take effect if approved by a majority of voters, with implementation beginning on the first day of the 4th month after referendum approval

Existing wheel taxes imposed before the law's effective date must be approved by voters in a referendum held within 18 months or be discontinued

If voters reject an existing wheel tax, the municipality or county must stop collecting the fee by the last day of the 3rd month after the referendum

Applies to automobiles and motor trucks registered at a gross weight of 8,000 pounds or less that are customarily kept in the municipality or county
