Department of Justice must maintain a database allowing individuals to voluntarily prohibit themselves from purchasing handguns by submitting a request with contact information for verification

Three prohibition term options available: 1-year irrevocable, 5-year with first year irrevocable, or 20-year with first year irrevocable

Removal requests during revocable periods require a 48-hour waiting period before DOJ can process the removal; DOJ must check if the individual has other firearm prohibitions before removal

Licensed firearm dealers conducting background checks will receive a nonapproval number for individuals in the database, without disclosure that the prohibition is voluntary

Appropriates $150,000 annually in 2025-26 and 2026-27 to administer the program; takes effect on the first day of the 19th month after publication
