Requires written confirmation of unaccompanied youth status from designated officials including school liaisons for homeless students, school social workers/counselors, shelter intake employees, directors of homeless services organizations, or the minor's attorney

Defines "medically necessary care" as medical services required to prevent, identify, or treat illness, injury, or disability that meet nine specific standards including being consistent with accepted medical practice, non-duplicative, and cost-effective

Provides liability protection for physicians and licensed professionals who provide care based on valid minor consent, though does not shield them from negligence claims

Preserves mandatory child abuse reporting requirements and clarifies that identification as an unaccompanied youth does not by itself establish abuse or neglect
