Replaces the current music therapist registration system with a formal license requirement, mandating board certification from the Certification Board for Music Therapists and a bachelor's degree or higher in music therapy from an accredited program

Creates a new Music Therapy Examining Board within the Department of Safety and Professional Services, consisting of 2 licensed music therapists and 1 public member serving staggered 4-year terms

Defines music therapy as the clinical, evidence-based use of music interventions and establishes practice requirements including reviewing client diagnoses with health care providers and collaborating with treatment teams

Prohibits music therapists from performing psychotherapy, treating communication disorders, or replacing services provided by audiologists or speech-language pathologists

Increases criminal penalties for violations from a $200 fine or 6 months imprisonment to a $10,000 fine or 9 months imprisonment, or both
