Redefines "hemp" to require total THC concentration (including tetrahydrocannabinolic acid) of not more than 0.3% on a dry weight basis, eliminating the previous allowance for up to 1% if permitted under federal law

Excludes from the hemp definition any hemp-derived cannabinoid products containing synthetic cannabinoids, cannabinoids manufactured outside the plant, or quantifiable amounts of THC or cannabinoids with similar intoxicating effects

Creates new "industrial hemp" category covering hemp grown for stalks/fiber, seeds/grain products, microgreens from immature plants, research purposes at higher education institutions, or seed production for these uses

Excludes viable cannabis seeds exceeding 0.3% total THC concentration from the hemp definition

Updates references throughout Wisconsin statutes from "delta-9-tetrahydrocannabinol" to "tetrahydrocannabinol" to reflect the broader THC measurement standard
