Allows individuals with a substitute teacher permit issued by the Department of Public Instruction to teach at private schools participating in Wisconsin's parental choice programs

Amends teacher qualification requirements under both the statewide parental choice program (s. 118.60) and the Milwaukee parental choice program (s. 119.23)

Creates a new exception to the existing requirement that all teachers at choice program schools must hold either a teaching license or a bachelor's degree or higher from an accredited institution

Substitute teachers may teach only within the scope allowed under their substitute teacher permit issued under s. 118.19(7m)
