Repeals restrictions imposed by 2023 Wisconsin Act 12 that limited counties to conducting advisory referenda only on revenue sharing agreements or property tax-funded capital expenditures

Removes prohibitions on municipal advisory referenda, which were previously restricted to questions about tax incremental financing, telecommunications utilities, or property tax-funded capital expenditures

Restores authority for counties and municipalities to conduct advisory referenda on any purpose

Amends statute 59.52(25) and repeals statute 66.0144
