Department of Justice would administer grants to counties and law enforcement agencies for safe firearm disposal incentive programs, with $200,000 appropriated annually for grants plus $85,000 annually for a 0.75 FTE position to administer the program

Eligible programs must advertise the disposal program, use law enforcement personnel (with grant funds available for overtime pay), and have a licensed firearms dealer inspect firearms on-site before payment

Collected firearms must remain in custody until destroyed, or may be transferred to the State Historical Society for preservation if historically significant

Gift cards or certificates provided as payment cannot be redeemable for firearms or ammunition, and programs must establish fraud safeguards and prevent on-site firearm solicitation or sales

Individuals surrendering firearms receive immunity from prosecution for illegal firearm possession (s. 941.29) while on program property, and submission cannot establish probable cause for such violations
