Allows Wisconsin residents ages 16 and 17 who otherwise meet voter eligibility requirements to preregister to vote using any standard registration method

Preregistered individuals cannot vote until they turn 18 years old on or before election day

Permits preregistered individuals who will be 18 by election day to vote by absentee ballot

Requires registration lists used at polling places to exclude preregistered individuals unless they will be 18 by election day

Amends Wisconsin Statutes sections 6.20, 6.31, and 6.36 to establish the preregistration framework
