Department of Agriculture, Trade and Consumer Protection (DATCP) must establish a statewide food safety grading system for retail food establishments using a 100-point scale, with grades of A (90-100), B (80-89), C (70-79), or Grade Pending (69 or fewer)

Licensed retail food establishments must undergo at least one unannounced inspection annually by DATCP or local health agents, with violations assigned negative point values based on public health risk

Establishments receiving "Grade Pending" must follow immediate corrective action instructions and undergo reinspection; any establishment may request reinspection within 30 days of receiving a grade

Grades must be prominently displayed at all public entrances within 48 hours; posting violations result in a warning for first offense, $500 forfeiture for second violation within 12 months, and $1,000 for third or subsequent violations within 12 months

DATCP must create a public online database of inspection results and grades, promulgate rules within 6 months, and implement the system statewide within one year
