Prohibits UW System institutions from charging students incidental or supplemental fees for courses offered exclusively online unless the fee covers actual costs specifically attributable to online delivery that would not exist for in-person instruction

Allows online course fees if the same fee is also charged for an equivalent in-person version of the course

Amends current law that gives the Board of Regents authority to establish tuition and fees for educational programs by adding a new restriction under section 36.27(1)(c)

Takes effect for the first semester or session beginning at least 30 days after enactment
