Amends the legal definition of "abortion" across multiple Wisconsin statutes to exclude medical procedures designed to prevent the death of a pregnant woman when the physician makes reasonable efforts to preserve both lives according to gestational age

Explicitly exempts from the definition of abortion: early induction, cesarean sections performed due to medical emergency, removal of dead embryos or fetuses, and treatment of ectopic, anembryonic, or molar pregnancies

Creates statutory definitions for "anembryonic pregnancy" (empty gestational sac), "ectopic pregnancy" (embryo implanted outside uterus), and "molar pregnancy" (abnormal pregnancy that cannot develop normally)

Changes the term "conception" to "fertilization" in defining when an unborn child exists under state law

Applies these definitional changes to statutes governing informed consent requirements, abortion funding prohibitions, parental consent for minors, induced abortion reporting, viability restrictions, and criminal exemptions for unborn child harm
