Establishes the Office of Medical Cannabis Regulation within the Department of Health Services to manage patient/caregiver registration and oversee dispensaries, while DATCP regulates growers ($10,000 annual fee), processors ($10,000 annual fee), and testing laboratories ($5,000 annual fee)

Requires 80% Wisconsin residency for business owners, background checks, no criminal convictions within 10 years, and mandatory seed-to-sale tracking; dispensaries must employ pharmacists to consult with first-time patients and verify records through the Prescription Drug Monitoring Program

Prohibits employers from being required to accommodate medical cannabis use and allows workplace drug testing policies including THC testing; adds medical cannabis use as a protected class for housing discrimination but explicitly excludes employment discrimination protections

Preempts local regulation of medical cannabis businesses and zoning restrictions, creates a sales tax exemption for dispensary purchases, and protects financial institutions providing services to licensed cannabis businesses from money laundering prosecution
