Zero-based budgeting defined as justifying each budget component based on cost, need, and relation to the agency's statutory responsibilities

Agency budget base reports must identify the intended goal of each appropriation and analyze whether appropriations 100% succeeded in meeting goals, with explanations for any shortfalls

Agencies must publish their budget base reports on their websites, and DOA must include hyperlinks to these reports

Applies to all executive branch agencies except the legislature and courts
