Creates annual utility aid payments to municipalities and counties hosting energy storage facilities with at least 1 megawatt capacity, calculated at $2,000 per megawatt of name-plate capacity

Cities and villages receive two-thirds of the payment while their county receives one-third; towns receive one-third while their county receives two-thirds

Establishes utility aid payments for liquefied natural gas (LNG) storage facilities based on net book value, with cities/villages receiving 6 mills and counties 3 mills (reversed for towns)

Defines "energy storage facility" to include hydroelectric pumped storage, compressed air storage, batteries, regenerative fuel cells, flywheels, thermal storage, hydrogen storage, and superconducting magnetic energy storage owned by utilities or electric cooperatives

Applies to distributions made after January 1, 2027
