Authorizes use of photographic or video systems on school buses to capture violations where drivers fail to stop for buses displaying flashing red warning lights while discharging pupils

Allows school bus owners, operators, or third-party monitoring vendors to prepare violation reports with photo/video evidence for delivery to traffic officers; municipalities may authorize third-party vendors to prepare citations directly

Increases maximum forfeiture for vehicle owner liability from $300 to $500 for failure-to-stop violations (minimum remains $30)

Removes the 24-hour deadline for reporting violations and 48-hour deadline for preparing citations; changes citation service by mail from certified to first-class mail

Violations under owner liability do not result in license suspension, revocation, or demerit points on driving records
