Prohibits sale of "speculative tickets" not actually owned or possessed by the reseller, and bans resale of tickets before they are made available to the public through initial sale

Caps resale fees at 10% of the ticket's total initial price; season ticket resales for single events cannot exceed comparable single-ticket prices

Mandates full refunds within 10 days for counterfeit tickets, canceled events, tickets not matching their description, or rescheduled events where the issuer offers refunds

Establishes civil forfeitures of at least $15,000 per day of violation, plus $1,000 per ticket or 5 times the ticket price (whichever is greater), with additional $10,000 per ticket for intentional violations
