Department of Military Affairs must create a grant program for individuals and businesses affected by governor-declared disasters occurring on or after January 1, 2025

Individuals may receive up to $25,000 for personal property repair/replacement, HUD-approved contractor home repairs, and temporary housing assistance

Businesses may receive up to $50,000 for property repair/replacement, business repairs, payroll assistance, working capital, and operating expenses

Applicants must apply within 90 days of emergency declaration, provide receipts, and sign an affidavit agreeing to return funds if later duplicated by insurance or non-federal loan assistance

Grants are not available when a federal major disaster declaration provides similar aid; DMA must process applications and award grants within 14 days but is not obligated to pay if funds are insufficient
