Creates a 14-member Council on Dual Enrollment within the Department of Workforce Development to study and recommend methods for ensuring Wisconsin high school pupils have access to clear, affordable pathways to earn college credit during high school

Requires DWD to establish and maintain a website portal and printed brochure providing information about all dual enrollment programs in Wisconsin, including application information and available courses, updated at least annually

Changes enrollment notification deadlines for the Early College Credit Program (ECCP) and Start College Now Program (SCNP) from March 1 to May 1 for fall semester, October 1 to November 1 for spring semester, and adds April 1 deadline for summer sessions

Expands SCNP eligibility to allow 9th and 10th grade pupils to take technical college courses (previously required completion of 10th grade), and permits summer session enrollment under SCNP

Requires the Board of Regents and Wisconsin Association of Independent Colleges and Universities to enter an agreement identifying at least 36 transferable core general education credits between UW institutions and participating private colleges, effective for the 2027-28 academic year
